Mumbai, Oct 21, 2026 (ANI): During the two-day visit to Mumbai and Jamnagar in the western part of the country, Rubio is slated to meet government and business leaders, including Foreign Minister S. Jaishankar and billionaire Mukesh Ambani, chairman of Reliance Industries, which operates the world's largest refining complex. Reliance's two massive refineries at the Jamnagar complex, with a combined capacity of about 1.4 million barrels per day of crude oil, are able to process the ultra-heavy crudes coming out of Venezuela, some of which have a sludge-like consistency. He said, "They can, and we'll talk about that tomorrow with Reliance. They've done so in the past. They have the capability to refine heavy crude. They've done so in the past, and I think as more and more Venezuelan oil comes online, it's something they can do. Refining capacity - it's not just being able to produce oil. I think where a lot of people have become experts in the energy field over the last few months, just learning because of this conflict, refining capabilities are a key part of it, and India is a refining superpower, and they have the ability to do that. They have companies that know how to do that. They also, by the way, have pre-existing oil concessions in Venezuela that can produce oil themselves. So all of these are positive things."
